Develop and maintain project budget estimates on a variety of project types. Preliminary estimates must be suitable to support the University decision-making as to project affordability during pre-construction. Oversee and manage external estimating consultants for project estimating services.

• Develop and maintain SF benchmarks to test order of magnitude of proposed projects.
• Work with Project Managers to establish the appropriate project budgets during pre-construction.
• Work with design teams to define project scope, risk, cost, and schedule impacts on their design.
• As supplemental contract services, assign and manage external estimating firms, as needed, to provide complete project cost summaries on assigned projects. Estimates shall include the costs of division 2-16, general conditions, project requirements, fee, insurance, contingencies (design, construction, overtime, PCO’s, A&E and soft-costs), and any other costs that may affect the project.
• Select appropriate cost estimating methodologies for each project, as well as the elapsed time required to perform each detail of the work. Ensure quality data collection techniques are established for reporting.
• Assist project team in reviewing change orders, value engineering studies, and constructability reviews.
• Develop checklist for the project team to use prior to awarding work for long lead-time items or items to be pre-purchased by the University.
• Assist Project Managers to review contractor construction schedules and create a baseline schedule for the University’s construction projects.
• Assist Project Managers to collect and analyze information used to plan and schedule construction projects. Generate forecasts, variance reports, and other documentation used to monitor and manage projects. Evaluate current procedures and recommends changes to improve the efficiency of planning and scheduling of projects and the reduction of issues due to scheduling errors. Understands and utilizes standard planning and scheduling methodologies and tools. Prepare plans and schedules for small and routine projects.
• Aid in the preparation of program level executive summary reports for review by the AVP of Design & Construction.
• Able to work under pressure, especially when facing deadlines. Accuracy is paramount.


• Bachelor’s degree required in construction management, civil engineering or a related field, 3-5 years construction/estimating experience
• Excellent communication, influencing, collaboration, problem solving and analytical skills
• Knowledge of and ability to use databases, Microsoft office applications (i.e. Word, Excel, PowerPoint, MS Projects, and outlook)
• The position requires strong verbal, written and presentation communication skills.
• Must be self-motivated; possess excellent organizational and time management skills
• Must have proven ability to work on several projects simultaneously.
